Is there a way in the game just to create a race at a track and fill in your own horses you have created and just have them race each other, please?

I am the Track Announcer at a racetrack in Arizona and as we do not have any live racing right now, would love just to do a virtual race using the horses we have to cheer people up during these difficult times.

The race construction kit? Try the circle with two arrows in it at the bottom right of the home page. You have to breed horses in a game and then export them to the construction kit.
