In my experience over jumps my horses ALWAYS run freely, it doesn't seem to effect performance. There's a big difference between running freely and refusing to settle. Running freely over jumps doesn't mean much, refusing to settle/running very keenly means it's probably not for the jumps game.
On the flat I've never had a female horse run freely, with males it always seems to mean it needs gelding, pacifiers don't ever seem to help. Horses that don't need pacifiers simply will not settle with them on.
