The number of horses in the country depends on the amount of races on the schedule. In my Start It pack that includes Andalucia, there is only one race day, so it only generates a small amount of horses, as opposed to other countries with far more races and horses.

So to have more horses, you just add more races at the country.

It is not possible to edit the game horses to match real life ones.

For about 10 seconds my brain processed that as "pura raza española" as Spanish horses or Spanish pure breds.
