Can anyone explain how to access the id files( flat,jumps or flat and jumps) in the data folders?

You need either IBM lotus notes or lotus domino programs to open them. Wordpad (Microsoft) does open them but I don't believe it works right.

Those lotus program's appear to cost so they're a no go. Any free options?

No need to edit these.

Either a 'flatandjumps.id' file will exist or a 'jumpsonly.id' file. If no file exists the game presumes flat only. The content of these files is not used.

Can you explain please mark then how I can make Japan trainers have jumps runners as I have tried everything? I'm pretty sure in the Japan folder there is a flat.id file, but if the content in the file is irrelevant, will putting the flat jumps id from the uk folder in the Japan folder allow Japanese jumps runners?

Just noticed- skipped 5 seasons on my combined schedule, and Germany have had 2 jumps runners with a flat only id, whereas Japan and USA with flat and jumps have had none. Why?
