I was wondering if it's possible to restrict handicaps say for horses rated 95-110?

I don't think its possible because there's no way you can put Min rating into the schedule you can have a max rate like this

10000,R95 <---- restricts it to max 95 rating

Wherever possible, I'd always recommend using maximum field size settings for handicaps as well, as this will help reduce lowly-rated horses in handicaps that they wouldn't qualify for in real life.
