 4th Place In Handicap No Place Money Had £20000 place bet on my horse in over 16 race handicap but got no winnings, do we not pay out on 4th place in 16+ Handicaps.

How long does it take for bets to be settled? My week 2 bets ( UKRA ) are still not settled on TOM.
