Can i Add Races Will it work if i addd races on my uk sch from ireland france etc can i do that without getting any errors ??

If you want to just add other races from other country's that are already in the game you can by the schedule Editor.

but sometimes it just gives me an error saying LAST CP IS RF or error violation that kinda is that me or something wrong with the game ??

You wouldn't get that with that editor. Have you added any races yourself to the schedules in the game?
