Post 'Ran a little freely' ?
So I googled it and old Starters Orders dated back in 2011-2012 from what I can find says its just "fluff" that it doesn't mean anything.

However, I keep getting it consistently on one horse in particular. Is there anything I can tell the jockey so the horse doesn't waste energy and end up tiring/placing bad?

You can try the pacifiers (blinkers etc) but I have only had success by gelding the horse
